04 Dez Canada China Canola Agreement
Unfortunately, there is no silver bullet on the problem of Canada`s vulnerability to rapeseed. However, Canada has practical opportunities to try to end the recent rapeseed crisis. With Canadian rapeseed exports, almost cut off this spring, things have clearly changed. Asked on Tuesday about the progress of rapeseed trade with China, Prime Minister Justin Trudeau said Canada had seen “promising signs of positive relations on some issues.” The WTO consultations between Canada and China were held in Geneva on 28 October 2019 and provided a personal dialogue on the scientific basis of Chinese action. The rapeseed industry hopes that this dialogue will lead to the reopening of our seed exports, so that no further action will be taken as part of the WTO dispute settlement. Beijing first blocked Richardson International in March 2019, then Viterra, Canada`s two largest exporters of rapeseed, from shipping rapeseed to China, allegedly contained pests, including weed seeds and a strain of black bones that China does not have. There is no agreement to lift the broader trade restrictions that affect Canada`s rapeseed trade with China, Anderson said. So far, there has been a great deal of pressure in the political and humanitarian field. If the rapeseed ban is linked to Meng or Huawei in general, this would be the first real case of economic collapse in Canada. Since extradition hearings can take months or years, this could have serious economic consequences – and waiting for her to be “married” is probably not a good option.
Canadian shipments of rapeseed seeds from other companies to China continued, but were at risk due to the expiry on March 31 of an agreed standard for the quantity of foreign materials allowed per shipment. Rapeseed flour is mainly used in animal feed. It is the second most common protein ingredient in animal feed after soy flour9 and has a number of positive properties. For example, this is particularly useful for milk feed: studies show that rapeseed flour can increase milk production by about one litre of milk per cow per day.10 Countries with large amounts of dairy farming to which Canada currently does not export rapeseed flour – such as the United Kingdom or Ireland – could be targeted. However, Canada has a handful of practical steps it can take. These include trying to get China to commit to a non-tariff agreement on barriers for the agricultural sector; Diversification of countries in which Canada sells rapeseed; diversification of rapeseed products sold, which would have the added benefit of creating more jobs and economic growth; and a long-term strategy for China.
